The federal government has a goal to award at least 5% of all federal contracting dollars to small disadvantaged/8(a) businesses each year. Awards can be:

  1. Competitive 8(a) set-aside contracts

  2. Sole-source 8(a) contracts (if the agency determines that the qualified small business is responsible; the resulting contract can be awarded at a fair market price; and the government estimate doesn’t exceed $4.5 million for all other requirements).

8(a) STARS III is a 5 year contract that features a pool of small, disadvantaged businesses (SDB) industry partners offering IT services ranging from simple to complex and services-based solutions such as IT help-desk support, information assurance, cybersecurity, artificial intelligence, and more.  In addition, many
specialize in emerging technologies which allow government agencies to access cutting edge solutions to accomplish IT missions.

The Office of Management and Budget (OMB) has announced that the 8(a) STARS III Government-Wide Acquisition Contract (GWAC) has achieved the designation of “Best In Class” (BIC). Best in Class is a government-wide acquisition designation used to denote contracts that meet rigorous category management performance criteria.
